General DefinitionAnnounced in Anticipation of Approval by the Administrative Board

This is training level work in general duty police activities involving the protection of life and property, enforcement of laws, and the investigation of crimes. An employee in this class receives formal training at the Police Academy and on-the-job experience preparatory to assuming full patrol duties. Work is performed under the supervision of a police supervisor and requires regular exposure to uncontrolled and/or unpredictable conditions. The work requires frequent exercise of moderate physical effort.

Minimum Requirements

Minimum Training, Education & ExperienceThe following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.

ANTICIPATED ELIGIBILITY
Candidates who meet all eligibility requirements no later than December 31, 2013 will be admitted to this examination. Successful candidates will be placed on the eligible list, but may not be hired or promoted until all requirements have been satisfied.

The applications of candidates who do not submit the required transcript, certification or documentation of military service will be disapproved. See the Other Requirements section of this announcement for detailed information

Option 1
EDUCATION:
Sixty (60) college credits with an overall grade point average of at least 2.0 at an accredited college or university.
All course work must have been successfully completed no later than December 31, 2013.

Candidates who expect to complete the education after submitting this application must provide documentation that they are enrolled in a college or university and registered for a sufficient number of credits to allow the candidates to meet the requirements by December 31, 2013.

Option 2
EDUCATION:
Education equivalent to completion of a standard high school.
AND
EXPERIENCE:
Two years of full time, active military service with an honorable discharge. Service must have been completed, and discharge effective no later than December 31, 2013.

Candidates who expect to receive an honorable discharge from military service after submitting this application must provide documentation that they will complete two years of active military service and receive an honorable discharge by December 31, 2013.

Note: Applicants who have not completed their initial military service commitment including National Guard and Reserve members currently in their first term of service, who have not been called to active duty for any purpose other than training will not be approved for the Police Officer Recruit examination.

Option 3
EDUCATION:
Education equivalent to completion of a standard high school.
AND
EXPERIENCE:
One year of full time employment as a commonwealth or state certified Law Enforcement Officer which has been within the three year period immediately prior to the thirtieth (30) day after the last date for filing applications for the examination for this class.
Experience before October 13, 2010 will not be accepted as qualifying experience.
AND
CERTIFICATION: Possession of a commonwealth or state Law Enforcement Officers’ Certification.

Experience must have been completed no later than December 31, 2013.

Note: the following experience does not meet minimum requirements:
Part-time Law Enforcement Officer (less than 35 hours per week)

Successful completion of the Philadelphia Police Explorers Cadet Program, which shall have included a minimum of two years service with the Philadelphia Police Explorers Cadet Program, including 672 hours training offered by the Philadelphia Police Department and an additional 298 hours of community service or external training.

Age - Must have reached the following birthday as of the date of appointment. The date of appointment is the date on which a person actually enters the Police Academy for Training.

Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania within 60 days of establishing Pennsylvania residency and/or prior to the expiration of the residency waiver and during tenure of employment as a Police Officer Recruit.

Preferred License
Possession of a valid proper class motor vehicle operator’s license from any state at least three years prior to appointment as a Police Officer Recruit.

Candidates MUST submit a copy of their official college or university transcript(s) indicating completion of the educational requirement at the time of application. Transcripts MUSTindicate conference of the appropriate degree. Candidates with a degree from foreign colleges or universities must submit proof of degree as certified by a professional evaluation service.

Note: Unofficial transcripts copied from the college or university website will not be accepted as adequate documentation.

Candidates MUST submit a copy of commonwealth or state or federal Law Enforcement Officers Certification.

Candidates MUST submit a copy of a DD-214 as documentation of completion of and honorable discharge from military service.

The applications of candidates who do not submit the required documentation will be disapproved.

Even if you have submitted a paper transcript, certification or DD-214 for any prior City of Philadelphia civil service examination, you have to submit another document.

Candidates may upload transcripts, certifications and DD-214 into their account, and attach them with this application. Once uploaded, documents may be attached to all future applications. You will not have to submit another transcript, certification or DD-214 when you submit applications in the future. Attaching your documents will save you time and money if you apply for an examination in the future, and you will be assured that your document cannot be misplaced.

Option 2 Submit a paper transcript, certification or DD-214

Paper transcripts, certifications or DD-214 may be mailed only to a designated post office box.
The number of the Post Office Box will be sent to candidates who have been disapproved because they did not submit the required documentation.
Do not submit a paper transcript, certification or DD-214 until you have been notified of the Post Office Box number.

Paper transcripts, certifications and DD-214 will not be accepted at any other time or in any other manner. 
Paper documents that are delivered, mailed, faxed or sent in any other manner will not be accepted or used to determine if applicants are eligible to compete in the Police Officer recruit examination. Paper documents that are delivered, mailed, faxed or sent in any other manner will be discarded and will not be returned to the applicant.

If you submit a paper copy of a transcript, certification or DD-214 to the designated post office box, the document will be used for this application only. You will have to submit transcripts, certifications and DD-214 again whenever you apply for an examination in the future. Paper documents will not be retained and will not be returned to applicants.

If you upload your documentation, you should not mail a paper copy of the documentation to the Post Office Box.

EVALUATION OF FITNESS FOR DUTY.
Candidates who pass the examination will have their names placed on the eligible list. Eligible candidates will be notified to appear for evaluations of fitness in such numbers and at such times as the Director may determine to be necessary or convenient. The number of candidates referred to the evaluation of fitness will be based on an estimate of the number of candidates who will be successful in the evaluation of fitness. Evaluations of fitness shall be related to the requirements of the job.

Candidates must comply with the physical agility, reading, medical examination, psychological examination, background investigation and all other requirements of the Pennsylvania Municipal Police Officers Education and Training Commission to be eligible for appointment as a Police Officer Recruit.

Failure to pass any of these evaluations may disqualify the candidate for appointment and may result in the removal of the candidate’s name from a certification or from an eligible list.

Such person shall also be required to certify as a condition of employment that he or she is fully current on any and all debts, taxes, fees, judgments, claims, and other accounts and obligations due and owing to the Philadelphia Gas Works (PGW) or has voluntarily entered into a payment agreement with PGW.

Failure to enter into a payment agreement shall result in the cancellation of the appointment and removal from the certification. The name of the eligible candidate will be returned to the eligible list.

Only an on-line application will be accepted for this exam. Paper applications will not be accepted.

Computers are available in the 3-1-1 Walk-In Center located in Room 167 of City Hall (Weekdays from 9 AM to 5 PM) and at your local Philadelphia Free Library branch.

Notes to ApplicantsELIGIBLE LIST
OPEN-COMPETITIVE. Only an open competitive eligible list will be established as a result of this examination. Permanent City employees will receive no promotional preference in this examination.

Candidates who pass the exam and are placed on the civil service list will be retained on the list for a minimum of one year and a maximum of two years after the establishment of the Eligible List.

RESIDENCY WAIVERThe Civil Service Commission has waived the usual requirement that candidates must be residents of Philadelphia within six (6) months of appointment. Establishment of residency in Philadelphia will be required no later than one (1) year after appointment.

PREFERENCE FOR PHILADELPHIA RESIDENTS: Candidates who have maintained a bona fide residence in Philadelphia for at least one year prior to the date of the civil service examination shall have priority over all other persons receiving an identical test score.

To receive such preference, candidates must respond to the question regarding residence when they appear to take the examination and to the supplemental question regarding residence later in this form.

If candidates are required to appear to compete in an examination, the response on that day will be used to determine eligibility for preference for residents.

If the examination is a training and experience evaluation, the response on this application will be used to determine eligibility for preference for residents.

If an applicant does not respond to the appropriate residence question, it will be assumed that the applicant does not qualify for residence preference. Eligibility for residence preference must be determined by the date of the test administration. No requests for residence preference will be granted after the test administration.

U.S. VETERAN’S PREFERENCE
Ten points for veteran’s preference will be added to the scores of eligible veterans who apply for open competitive tests and pass the examination. You must be honorably discharged from the U.S. armed forces. Attach a DD214, member 4, to your application if you wish your eligibility to be reviewed. Spouses of disabled or deceased veterans may also be considered.

LEGACY PREFERENCE
The children or grandchildren of Philadelphia Firefighters or Police Officers who were killed or died in the line of duty shall be accorded a preference in open competitive civil service entrance examinations. Candidates who qualify for this preference and who take and pass open competitive civil service examinations shall have ten points added to their final score. The candidate must successfully pass all parts of the examination before points are awarded.

ADDITIONAL POINTS
Additional points will be added to the examination score of any candidate who has passed the open competitive examination and who has:

A. Successfully completed the Philadelphia Police Explorers Cadet Program.
Such candidates will be awarded three (3) points for the completion of a minimum of two years service with the Philadelphia Police Explorers Cadet Program, which has included 672 hours training offered by the Philadelphia Police Department and an additional 298 hours of community service or external training.

B. Successfully completed a course of study at an accredited college or university. All course work must have been successfully completed no later than December 31, 2013.

Such candidates will have:
1 point added to their final score if the highest degree received is an Associate’s Degree or if the candidate has at least 60 college credits,
2 points added to their final score if the highest degree received is a Bachelor’s Degree,
3 points added to their final score if the highest degree received is a Master’s Degree.

C. Demonstrated Fluency in a Non-English Language or in American Sign Language.

The Police Department will notify you to schedule an interview to determine fluency in a Non-English Language or in American Sign Language. If the Police Department verifies your ability to communicate fluently in any Non-English Language or in American Sign Language, three (3) points will be added to your score.

You should only request the additional points if you are fully fluent in a Non-English Language or in American Sign Language.
If you indicate that you are fluent in a Non-English Language or in American Sign Language and you do not report for this interview, you will be removed from the eligible list and you will not be eligible for appointment as a Police Officer recruit. If it is determined that you submitted a fraudulent claim for additional points and are not fluent in a Non-English Language or in American Sign Language, the Police Department will notify the Office of Human Resources and your name will be removed from the Police Officer Recruit eligible list.

Only those competitors who have a passing grade in an examination shall receive additional credits to which they may be entitled. The following requirements must be satisfied for a candidate to receive additional credits for examinations.

1. The degree or credential must have been conferred, or the education or experience must have been completed no later than December 31, 2013.

2. An applicant may claim the additional credit at any time after the date that the examination is announced until 30 days after the Published List of Candidates is approved by the Director or his/her designee. If an eligible candidate does not request additional credits or does not submit a transcript or other required documentation until after certifications and appointments have been made, the granting of additional credits shall have no effect on prior certifications and appointments.

3. An applicant must submit adequate documentation as required by the Office of Human Resources. See the Other Requirements section of this announcement for detailed information.
Projected Exam DateTraining and Experience Evaluation
Applicants will be evaluated and scored based upon their training and experience credentials. Applicants will not be asked to appear to take a scheduled examination.

A Published List of Candidates and/or an Eligible List is planned for the week of November 18, 2013. Please note that this date may change.

An Eligible List may be established simultaneously with the Published List of Candidates (when an immediate need to hire exists) or upon first certification request by the hiring authority
Test ReviewIn accordance with Civil Service Regulation 9.091D, candidates may review their answer sheets and other test papers to determine if they have been scored correctly or if there has been an irregularity in the administration of the examination.
